Do I have to pay the still expensive upgrade version price or are they going to do the small-fee offer that my friend got for upgrading his XP laptop to Vista?

Bearing in mind I am sick of Vista slowing down after that first magical month where it runs fine. (although it remains to be seen if 7 has the same problem)</description>
