@Brian

Undoubtedly a bad idea; though I suspect some progress has been made since 2004. Protected mode, for example.

Of course you can also make the case that having the browser integrated deeply into the OS is not a good idea. Here's Robert Scoble from when he was with MS talking about how hard it is to fix security issues in IE:

"Now, about the darn security fixes. These are tough. Tougher than it might seem on the outside. Why? Because Internet Explorer's engine is used in several different OS's. Dozens of different languages. Thousands of different applications. Changing one line of code in the inards of Windows means potentially breaking a large number of applications."

@Matias agreed although it's unlikely that many would choose PCs either without an OS or with Linux - I recall retailers trying this without much success. They would buy generic PCs with OS X of course, if Apple permitted it.

The general point: why is the EU bothering with last year's browser wars when there are many more pressing anti-competitive examples?

What I really do no tunderstand, and excuse my ignorance, is why do they concentrate on the browser and not in the fact that 99% of pc sold come with windows preinstalled and that you're forced to pay for it, even if you do not use it, and even if you install a free OS. There are some return plans, but they are so complicated that nobody uses. Worse, most of the people are not informed that they have a choice of OS when buying the product. Having IE or Firefox preinstalled is not even an issue to me, but forcing you to pay for windows it is, and no one seems to care.
