I looked this up; it seems to be specific to this project, not a Silverlight vs Vista issue:

no, this is not a technical limitation of Silverlight. This was a limitation of the constraints around this specific project. Under most circumstances, fullscreen video is very easy to enable.

I agree with you that it’s a difficult business dynamic to be universal while revenue comes from being non-universal. Vista must do things which Silverlight cannot, or else why do Vista?
