annotation via c# ?

MS publishes an annotation tutorial for MSHTML :

And I am wondering if this might be achieved in C#.

Appreciate any thoughts or pointers. What I want is the ability to define "sticky" annotations to user selected areas in an arbitrary html page.
In their own little windows.

I don't see why not, but there may be a fair amount of work involved.

Looking at MSDN, the section on using custom glyphs is a significant task in itself.
